The language and cultural development of more than 2 crore tribal and indigenous community of Greater Jharkhand is facing severe crisis. The language and cultural issue of Jharkhand is in troubled waters due to forced Colonial cultural values and the negligence of the Government. Even after innumerable Governmental Declarations for its development, the question of the study of Tribal and Indigenous languages in Primary schools, its use in the Government Offices, its Constitutional recognisation, and the question of the development of a scientific script are the biggest problems plaguing the development of the Tribal and Indigenous Languages.'Jharkhandii Bhasha Sahitya Sanskriti Akhra' was organized at Ranchi - the Capital of Jharkhand on 20th and 21st December, 2003, to collectively debate and analyse the above questions for preservation, enrichment and propagation of indigenous languages of Jharkhand; and to decide and create State level strategies, programmes and organizations.
It was more than a decade since these important and serious issues were addressed in the various sessions of this two day conference. The issues were:
